Waziri mkuu Majaliwa atinga bandarini na kukuta magari 44 yakitaka kutolewa kwa kutumia jina lake

WAZIRI MKUU Kassim Majaliwa amemtaka Inspekta Jenerali wa Polisi, Simon Sirro kuwakamata, Bw. Bahman wa kampuni ya NAS na Wakala wa Kampuni ya Wallmark Bw. Samwel kwa kutaka kutoa bandarini magari makubwa aina ya semi tela 44 bila ya kulipa kodi kwa kutumia jina la Waziri Mkuu.

Pia Waziri Mkuu ameitaka Mamlaka ya Usimamizi wa Bandari Tanzania (TPA) kufanya kazi kwa mujibu wa sheria na kutowasikiliza wafanyabiashara wanaotaka kukwepa kodi kwa madai ya kupewa vibali vya msamaha wa kodi kutoka kwa viongozi wa juu Serikalini.

“Mtu asije hapa aseme amepewa kibali na Rais Dkt. John Magufuli, Makamu wa Rais Mama Samia Suluhu Hassan au Waziri Mkuu cha kutaka kutoa mzigo wake bila ya kufuata taratibu. Akija mtu na taarifa hizo akamatwe mara moja na achukuliwe hatua kwa mujibu wa sheria.”

Ametoa agizo hilo leo (Jumatano, Novemba 29, 2017) alipofanya ziara ya ghafla bandarini baada ya kupata taarifa za mfanyabiashara huyo aliyetaka kuutapeli uongozi wa TPA kutaka kutoa magari hayo yaliyoingizwa nchini mwaka 2015 kutoka nchini Uturuki.

Hatua hiyo imekuja baada ya Bw. Bahman wa kampuni ya NAS kutaka kupata msamaha wa kodi kwa kuidanganya TPA kwa madai kwamba wamewasiliana na Waziri Mkuu na wasipotekeleza jambo hilo watapata matatizo.

Amesema Serikali inasisitiza watu kufuata sheria na taratibu za nchi ikiwa ni pamoja na kulipakodi ipasavyo na inataka watendaji wake wafanye kazi bila ya kubugudhiwa, hivyo amewataka wafanyabiashara kufuata sharia za nchi na kwamba Serikali haina ugomvi nao.

Waziri Mkuu amefafanua kuwa mfanyabiashara huyo alitaka kuyatoa magari hayo bila ya kukamilisha malipo ya ununuzi kutoka kwenye kampuni Serin ya nchini Uturuki.

“Magari haya aliyalipia asilimia 30 tu kwa makubaliano ya kumaliza asilimia 70 iliyobaki baada ya kufika Tanzania na atakapokamilisha ndipo angepewa nyaraka ambayo inaonyesha jina la mwenye mzigo, aina ya mzigo na thamani (bill of lading) inasaidia mteja kufanyiwa tathmini ya gharama za kulipia ushuru, lakin huyu bwana hajafanya hivyo”

Waziri Mkuu amesema kitendo cha kuyasajili magari hayo bila ya kuwa na nyaraka hizo ni kinyume cha sheria na pia kinaweza kusababisha kampuni iliyouza magari hayo ya Serin kutolipwa malipo yaliyobaki.

Amesema jambo hilo halikubaliki kwa sababu linaweza kudhohofisha mahusiano mazuri iliyopo kati ya Tanzania na Uturuki kwani tayari kampuni hiyo imeshawasilisha malalamiko hayo katika ofisi za Ubalozi wa Uturuki nchini Tanzania.

“Uturuki wanawaamini sana wafanyabiashara wa Tanzania sasa huu ujanjaunja uliotumika katika Mamlaka ya Mapato Tanzania (TRA) na kuyasajili magari haya bila ya kuwa na bill of lading halisi unajenga sura mbaya kwa wafanyabiashara wengine waaminifu na watiifu wa sheria nawaagiza TRA kuchukua hatua kwa wahusika, hatuwezi kupoteza mahusiano na nchi kwa sababu ya utapeli wa mfanyabiashara mmoja.”

Pia Waziri Mkuu ametoa wito kwa Mawakala wa Forodha kuhakikisha wanakuwa makini katika kazi zao na Serikali haitawavumilia wababaishaji kwani inasisitiza wafanyabiashara kulipa kodi kwa mujibu wa sheria na si vinginevyo.

Awali, Mkurugenzi wa Mkuu wa TPA, Mhandisi Deusdedit Kakoko alimueleza Waziri Mkuu kuwa pamoja na vitisho vya mfanyabiashara huyo kuwa wasipotekeleza matakwa yake watapata matatizo, lakini waliendelea kusimamia sheria na taratibu.

Korea Kaskazini: Tunaweza kushambulia eneo lolote Marekani

Korea Kaskazini imesema kuwa imefanikiwa kulifanyia majaribio kombora lake la masafa marefu ambalo linaweza kufika eneo lolote la Marekani.

Runinga ya kitaifa nchini humo imesema kuwa Pyongyang sasa imefanikiwa kuafikia azimio lake la kuwa taifa lenye nguvu za kinyuklia.

Kombora hilo kwa jina Hwasong-15 ambalo imesema ndio kombora lenye uwezo mkubwa lilirushwa katika giza mapema siku ya Jumatano.

Lilianguka katika maji ya Japan lakini liliweza kuruka juu zaidi ya kombora jingine lolote la taifa hilo.

Kitengo cha habari cha taifa hilo KCNA kilisema kuwa kombora hilo liliruka katika kimo cha kilomita 4,475 na kusafiri kwa umbali wa kilomita 950 katika dakika 53.

Kombora hilo lililofyatuliwa kwa mwinuko halikupitia katika anga ya Japan kama makombora mengine hapo awali na lilianguka kilomita 250 karibu na pwani yake ya kaskazini , kulingana na maafisa wa Japan.

KCNA imeongezea kuwa kiongozi wa Korea Kaskazini Kim Jong Un ambaye alishuhudia kufyatuliwa kwa kombora hilo alitangaza ‘kwa majivuno’ kwamba sasa tumekamilisha lengo letu la miaka mingi la kuwa taifa lenye nguvu za kinyuklia.

Ripoti hiyo imesema kuwa kama taifa lenye nguvu za kinyuklia na linalopenda amani, Korea Kaskazini itafanya kila iwezalo kutekeleza lengo lake la kuleta amani na udhabiti duniani.

Imesema kuwa, silaha zake za ulinzi dhidi ya sera ya kibepari ya Marekani, hazitatishia taifa lolote duniani iwapo maslahi ya Korea Kaskazini hayatakiukwa.”Hilo ndio tangazo letu”

VP Samia represents Magufuli in Uhuru swearing in ceremony

Vice President Samia Suluhu has represented President John Magufuli in President Uhuru Kenyatta’s swearing in ceremony at Kasarani in Nairobi, Kenya.

State House statement issued on Tuesday morning says the VP Samia who is accompanied by Deputy Minister of Foreign Affairs Dr Suzan Kolimba, was welcomed by Kenyan Ambassador Robinson Githae and Tanzanian ambassador to Kenya, Dr Pindi Chana.

Uhuru Kenyatta is expected to swear in as a President for the second time after he won a disputed rerun election. Some other invited guests include are President of Rwanda, Paul Kagame, Yoweri Museveni (Uganda).

Muhimbili kupandikiza ini kutoka kwa watu hai

HOSPITALI ya Taifa Muhimbili (MNH) imepeleka wataalamu saba nchini India, kwa ajili ya kufanya upasuaji mkubwa wa magonjwa ya ini pamoja na upandikizaji wa ini.

Miongoni mwa utaalamu ambao watarejea nao ni kuwa na uwezo wa kupandikiza sehemu ya ini kutoka kwa mtu mzima kwenda kwa mgonjwa, tofauti na zamani ambapo ilikuwa ni hadi mtu mmoja afe, ndipo ini lake lipandikizwe kwa mtu aliye hai. Hospitali ya Muhimbili imefikia hatua hiyo wakati ripoti ya Shirika la Afya Duniani (WHO) ya mwaka 2014, inaeleza kuwa watu wanane kati ya 100 nchini wana maambukizi ya homa ya ini (Hepatitis B) yanayosababisha ugonjwa wa ini.

Mkuu wa Kitengo cha Mawasiliano ya Umma wa Hospitali ya Taifa ya Muhimbili, Aminiel Aligaesha alisema jana kuwa hospitali hiyo imeamua kuwapeleka nchini India wataalamu saba kwa ajili ya mafunzo ya kufanya upasuaji mkubwa wa magonjwa ya ini pamoja na upandikizaji wa ini.

Alisema timu hiyo ya wataalamu iliyoondoka leo kwenda nchini India, inajumuisha madaktari bingwa wanne ambao ni Dk John Rwegasha ambaye ni bingwa wa magonjwa ya mfumo wa chakula na ini na Dk Doglas Chamshama, ambaye ni bingwa wa upasuaji wa mfumo wa chakula na ini.

Wengine ni Dk Masolwa Ng’wanasayi ambaye ni bingwa wa mfumo wa chakula na ini na Dk Ally Mwanga, bingwa wa upasuaji wa mfumo wa chakula na ini. Pia yupo fundi wa vifaa tiba, James Moyo na wauguzi wawili.

“Mafunzo haya yatachukua miezi mitatu ambapo watarejea nchini wiki ya kwanza ya mwezi Machi, 2018. “Tunatarajia wataalamu hawa watakaporudi wataongeza ufanisi katika kufanya uchunguzi na tiba ya magonjwa ya ini kwa kutoa mawe, kuzibua mifereji ya nyongo na kongosho iliyozibwa na uvimbe,” alisema Aligaesha.

Faida nyingine ambayo Taifa litapata baada ya madaktari hao kurejea nchini ni kuwa na uwezo wa kufanya upasuaji wa ini ili kuondoa uvimbe mkubwa, unaodhoofisha afya na kutishia maisha ya wagonjwa, kujenga uwezo wa ndani kwa muda mfupi utakaowezesha kufanyika kwa upandikizaji wa ini kwa wagonjwa wenye uhitaji huo.

Akizungumzia hali ya maambukizi ya ugonjwa huo nchini, Dk Ng’wanasayi alisema kuwa kitengo kinachoshughulika na uchunguzi wa maradhi hayo ya ini kinachojulikana kama hadubini, huhudumia wagonjwa kati ya 25 na 30 kila siku na hivyo kufanya idadi ya wagonjwa wanaohudumiwa kwa mwezi kuwa kati ya 750 na 900.

Naye Dk Rwegasha alisema kuwa kitengo cha matibabu ya ini, kina umri wa miaka mitano sasa tangu kianzishwe. Alisema kutokana na kukua kwa teknolojia, mafunzo hayo yatawajengea uwezo wa kupandikiza sehemu ya ini kutoka kwa mtu mzima kwenda kwa mgonjwa, tofauti na zamani ilikuwa mpaka mtu mmoja afe ndipo ini lake lipandikizwe kwa mtu hai.

Dk Rwegasha alisema kuwa kutolewa kwa matibabu ya kupandikiza ini, kutaokoa maisha ya wananchi wengi ambao hawana uwezo wa kwenda kutibiwa nje ya nchi. Alisema gharama ya kumtibu mgonjwa mmoja wa ini nchini India, inafikia Sh milioni 100, lakini matibabu hayo yatakapoanza kutolewa hapa nchini, gharama hiyo inaweza kupungua kwa asilimia 50.

Kwa upande wake, Dk Mwanga alieleza kuwa magonjwa ya ini husababishwa na unywaji wa pombe uliopitiliza, uvutaji wa sigara na mitindo ya kisasa ya maisha. Alisema homa ya ini isipotibiwa, husababisha madhara ya aina mbili ambayo ni kusinyaa kwa ini pamoja na saratani ya ini. Wiki iliyopita, Hospitali ya Taifa ya Muhimbili ilifanikiwa kufanya upandikizaji wa figo kwa mara ya kwanza kwa mafanikio makubwa.

Watoto 624 wajifungua kwa mwaka mmoja

“TAARIFA kutoka vituo mbalimbali vya afya vilivyopo katika Manispaa ya Mpanda zinaonesha kuwa wasichana wapatao 624 wenye umri chini ya miaka 18 wamejifungua katika vituo vinavyotoa huduma za afya katika kipindi cha mwaka mmoja uliopita.”

Mkuu wa Mkoa wa Katavi, Meja Jenerali Mstaafu Raphael Muhuga, alisema hayo katika uzinduzi wa Kampeni ya Siku 16 za Kupinga Ukatili wa Kijinsia uliofanyika kimkoa katika Viwanja vya Saba Saba, katika Kijiji cha Kabungu wilayani Tanganyika.

Aidha, Mkuu wa Wilaya ya Mpanda, Lilian Matinga aliwataka wanawake wenye kasumba ya kuwapiga waume zao, waache kwani wanawaaibisha wanawake wengine nchini. Muhuga yeye alisema, Utafiti wa Afya ya Uzazi na Mtoto na Viashiria vya Malaria wa 2015 na 2016 uliofanywa na Ofisi ya Taifa ya Takwimu (NBS) kwa kushirikiana na Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, unaonesha Mkoa wa Katavi unaongoza kitaifa kwa mimba za utotoni.

Alisema ilibainika kuwa, asilimia 45 ya wasichana wenye umri wa miaka kati ya 15 na 19 wameshazaa huku asilimia 33.3 wakiwa na mtoto aliye hai angalau mmoja. Alisema mashauri 401 ya ukatili yalihusu ukatili wa kimwili, 66 kingono, 262 kisaikolojia na 447 yalihusu kutelekeza watoto na familia zao. Ukatili wa kimwili na kingono ulifanywa na wanaume.

Safer land records database planned

THE Minister for Lands, Housing and Human Settlement Development, Mr William Lukuvi, has called upon the Integrated Land Management Information System (ILMIS) to speed up digitisation work that shall allow electronic updating, processing, storage and retrieval of land records and information in Tanzania.

Speaking after touring the ILMIS offices in Dar es Salaam yesterday, Mr Lukuvi said the new process shall automatically stop double allocation of land titles, and allow the 99-year land title that cannot be tampered with, as it was the case in some areas currently, where some people use fake names to own land.

“When this new system becomes operational, corruption in land occupancy shall automatically come to an end because land records shall be preserved in a special system that neither land officials nor other authorities may tamper with that electronic system. We thank the World Bank for supporting the establishment of this facility” he said.

Mr Lukuvi has directed ILMIS officials to make sure that the system becomes operational by June 2018, to enable land occupants especially in Kinondoni and Ubungo districts in Dar es Salaam region to get their electronic titles. ILMIS is carrying out the implementation in the two districts as a pilot project.

According to Mr Lukuvi, the public shall from now on have an easier access to loans through the issuant the digital model of title deeds, insisting that previously issuance of title deeds used to take a month to 10 years, but under the new electronic system, the process shall only take the maximum of seven days.

“All data registration-evaluation will be collected through the ILMIS and installed in a digital way thereby all Tanzanians either in Dar es Salaam or other regions will not need to come for verification on title deeds in Dar Es Salaam as it will be accessed in their regions respectively,” said Mr Lukuvi.

Ms Irene Sarwar, the town planner at Ministry of Lands outlined positive impacts of the digital record system, saying there would be no land disputes that currently exist through analogue system, as data shall be accessed easily.

On March 16, 2015 tenders were floated for the construction on a electronic Integrated Land Management Information System (ILMS) to allow electronic updating, processing, storage and retrieval of land records and information, avoid double registration of land and ensure payment of all related taxes.

Funded by the World Bank, the project is aimed at easing the management of Tanzanian land while facilitating access to information for population and this has been a major concern for the country.

The initial phase of the project includes the design, development, customisation, build, installation of ILMIS, support efficient administration of cadastre and real property registration at central, zonal and district level, conversion and indexing of data and migration into the ILMIS database.

The project is also designing an installation of a web application, to provide controlled access to stakeholders, purchase, deployment and installation of hardware and equipment.

Thousands gather for Uhuru, Ruto inauguration

Hundreds of thousands of people have poured into Kasarani Sports Stadium to watch President Uhuru Kenyatta being sworn in for his second and final five-year term.

President Kenyatta, accompanied by his deputy William Ruto, will be expected at the 60,000-seater stadium after 10am and will both take the oath of allegiance, and the oath of due execution of office, before signing them.

The oaths will administered by Chief Registrar of the Judiciary Anne Amadi before Chief Justice David Maraga.

The President will then sign the oaths before the CJ also appends his signature and thereafter hand them to the Head of State, with the deputy going through the same process.

The ceremony will not have a handover of the instruments of power and the Constitution, which happens when a new president is taking over.

The President will then be honoured with a 21-gun salute by the Kenya Defence Forces (KDF) to welcome its commander-in-chief.

After taking the oath of office, President Kenyatta will give his inaugural second term speech, which by all indications will be geared towards an economic transformation plan and a concerted effort to heal a nation deeply divided by a protracted political dispute.

Security has been stepped up in and around the sports stadium for the event.

National Youth Service servicemen are at hand to search the jubilant supporters and direct them to the right gate.

The military on the other hand have lined up the road for the VIP gate entry, the 500-metre stretch is a fortress, with all those using the road, including journalists, made to hang their accreditation cards at all times.

The Thika Highway has been lined up by police with sharp shooters placed at strategic places at the road.

About 43 delegations will be represented at today’s ceremony with 14 heads of state expected to attend, the government said.

Ugandan President Yoweri Museveni was the first to arrive in the country last night, with the other expected leaders including Israeli Prime Minister Benjamin Netanyahu scheduled to arrive today morning.

JPM bursts on vehicle import scam

PRESIDENT John Magufuli yesterday issued a seven-day ultimatum to three public institutions to clear uncertainties over the 100 ambulances and police vehicles stranded at the Dar es Salaam port since 2015

The Tanzania Revenue Authority (TRA), Tanzania Ports Authority (TPA) and the Police Force had tough time yesterday as they came under strong reproof over the rot.

During his impromptu visit to Dar es Salaam Port, the country’s major sea gateway, the Head of State discovered that there were 50 ambulances and 53 police vehicles abandoned at the facility since2015 and 2016, respectively.

In yet another shocking revelation, it was uncovered that some importers had abandoned their vehicles at the port for over ten years, impeding the port’s capacity to store cargo. The situation compelled President Magufuli to demand detailed explanations behind the vehicles’ overstay, which is against the law.

President Magufuli directed the authorities to embark on legal and transparent procedures to remove from the port all cars that have overstayed. “I want an immediate removal of all cars that have been here for longer time than what the law demands… if they are to be put under government ownership let them be. We can’t continue keeping vehicles of unidentified owners for ten years,” he directed.

Dr Magufuli said he is well informed of the dirty game going on, tasking the relevant authorities to thoroughly investigate and give him the thorough report on the rot. He was vividly irked by ministers whom he accused of not performing their responsibilities, directing them to perform their duties or risk dismissal.

“And, I am not scaring you…” President Magufuli strongly warned TPA and TRA whom he said have reverted to their past ‘business as usual’ approach of performing works, instructing ministers to make impromptu visits to institutions under their jurisdiction.

He as well directed the Prevention and Combating of Corruption Bureau (PCCB) Director General, Valentino Mlowola, to investigate all the stranded vehicles at the port, which were reportedly imported under the consignees of public institutions.

The probe will aim at identifying especially people behind the vehicle imports. He said the controversial vehicles were imported alongside the government vehicles, calling on investigators to reveal all the perpetrators even if they were from his own office.

In his visit, President Magufuli was accompanied by Works, Transport and Communications Minister Prof Makame Mbarawa and Finance and Planning Minister Dr Philip Mpango. He reminded the ministers to closely monitor performance of the institutions under their dockets and take immediate measures against wrong doings by officials entrusted with the public offices.

Landslide victory as CCM scoops almost all wards

CHAMA Cha Mapinduzi (CCM) has emerged with landslide victory in the Sunday byelections, winning all the 43 except one ward.

The ruling party welcomed the impressive performance yesterday, saying the wananchi have demonstrated their appreciation of the good job by President John Magufuli. CCM Ideology and Publicity Secretary Humphrey Polepole boasted of the victory as a result of citizens’ appreciation of the government performance.

The National Electoral Commission (NEC) on Sunday evening described the elections as generally good. NEC Director of Elections Ramadhan Kailima remarked yesterday that the civic polls conducted in 19 mainland’s regions experienced only minor hitches that could not affect the process.

Mr Kailima was interviewed by the ‘Daily News’ over complaints related to alleged irregularities by opposition CHADEMA. Mr Kailima said there was no reason to justify postponement of the election at any polling centre.

The opposition CHADEMA over the weekend raised concerns, alleging that vote casting in five wards of Arumeru in Arusha region, was marred with violence, directing their candidates to withdraw from the contest.

The opposition party appealed before the electoral body to call off the elections in the wards. “Usually, election is postponed when there are incidents that threaten the security of the polling centre, compelling the returning officer in-charge of the centre to postpone the election,” Mr Kailima clarified.

For CHADEMA’s case in Arumeru, he explained, the party’s election agents were supposed to fill form number 14 to lodge their dissatisfactions on the way the voting was conducted. He argued that it was late for the party to complain and call for postponement of the elections while the voting continued without them filling the form.

This also applies to Form No 16 which provides for opportunity to protest the manner in which the tallying was conducted. After the results were announced at different polling centres, it emerged that of the 43 wards, only Ibigi Ward in Rungwe District was won by the opposition CHADEMA.

CCM scooped the remaining all wards. The wards with their districts in brackets are Kwa Musa, Ambuleni, Ngabobo, Maroroni, Leguruki and Makiba (Arumeru); Morieti (Arusha Urban); Moita (Monduli); Mbweni (Kinondoni); Kijichi (Temeke); Saranga (Kibamba); Chipogolo (Kibakwe); Bukimbwa (Mpwapwa) and Senga (Geita rural).

Others are Kitwilu (Iringa Urban); Kimara (Kilolo); Bomambuzi (Moshi Urban); Mnadani, Machame Maghari and Weruweru (Hai); Chikonji (Lindi Urban); Mnacho (Ruangwa); Nangwa (Hanang); Kiroka (Morogoro); Sofi (Malinyi); Milongodi (Tandahimba) and Reli (Mtwara Rural).

Other wards are Chanika Nguo (Masasi); Kijima (Misungwi); Muhandu (Nyamagana); Sumbawanga (Sumbawanga); Lukumbuli (Tunduru South); Kalulu (Tunduru North); Mwongozi (Mbinga Urban); Sihuyu (Singida East); Nyabubinza (Maswa West); Ndalambo (Momba); Muungano (Urambo); Majengo (Korogwe Urban); Lukuze (Lushoto) and Mamba in Bumbuli.

Katika dakika chache zilizopita , spika wa bung la Zimbabwe ametangaza kuwa rais Robert Mugabe amejiuzulu .

Spika wa bunge Jacob Mudenda alisema kuwa hatua hiyo ni ya kujitolea na amefanya hivyo ili kuweza kuwepo kwa mabadiliko mazuri ya mamlaka kulingana na chombo cha habri cha reuters.

Tangazo hilo la ghafla lilizuia harakati za bunge kutaka kumng’oa madarakani ambazo zilikuwa zimeanza dhidi yake.

Kwa mujibu wa chombo cha habari cha Reuters, Spika wa bunge amesema kuwa kiongozi mpya atawekwa madarakani siku ya kesho Jumatano.
