Hafla ya kuwaaga wanajeshi 14 wa Tanzania waliokuwa walinda amani wa Umoja wa Mataifa waliouawa nchini Jamhuri ya Demokrasia ya Congo imefanyika jiji Dar es Salaam.

Wanajeshi hao waliuawa baada ya kupigana na waasi kwa muda wa saa 13 kufuatia waasi hao kuishambulia kambi yao.

Sherehe hizo zimefanyika kwenye makao makuu ya jeshi la ulinzi na usalama Tanzania “gnome” upanga jijini Dar es Salaam

Mkuu wa ulinzi wa amani wa Umoja wa mataifa Jean Piare Lacroix, alihudhuria sherehe hizo. Familia za wanajeshi hao nazo zilikuwepo na zimeungana na wapendwa wao kuelekea mikoani.

Shambulio hilo lilitekelezwa Alhamisi jioni kwenye kambi ya jeshi ya Semuliki eneo la Beni katika mkoa wa Kivu Kaskazini.

Taarifa ya Umoja wa Mataifa ilisema wanajeshi 5 wa jeshi la DR Congo (FARDC) waliuawa pia kwenye shambulio hilo.

Umoja wa Mataifa unasema waasi wa ADF ndio wanaotuhumiwa kutekeleza shambulio hilo.

Court fixes date for ruling on former UVCCM leader bail

The Dodoma Resident Magistrate’s Court is expected on December 19, this year to rule on whether the immediate former CCM youth wing (UVCCM) national chairman, Mr Sadifa Juma Khamis, who is facing corruption charges, should be granted bail.

The decision was issued after the prosecution submitted an affidavit opposing Mr Khamis’ bail under grounds that he will interfere with investigation and ongoing UVCCM elections, which took place on Sunday and yesterday at the Planning College.

Reading the charge sheet, advocate of the Prevention and Combating of Corruption Bureau (PCCB), Mr Biswalo Biswalo said Mr Khamis was charged with two counts.

According to him, in the first count allegedly to be committed on December 9, at his residence close to the old Auction, Mr Khamis, who is also the Member of Parliament for Donge in Zanzibar, distributed bribe to members of UVCCM general assembly to persuade them to elect Mr Rashid Mohamed Rashid who was contesting the post of vice chairmanship.

Mr Biswalo said in the second count on the same day Mr Khamis pledged to cover members transport charges from Dodoma to Kagera Regions as his reward if the said members agreed to elect Mr Rashid as the new UVCCM national vice chairman.

Then Mr Biswalo read an affidavit issued by PCCB regional commander, Ms Emma Kuhanga who opposed bail application submissions on grounds that Mr Khamis will interfere with ongoing investigations and UVCCM elections.

However, defendants advocate Mr Godfrey Wasonga said charges filed against his client were subject to bail, noting that he will not interfere elections because UVCCM new leaders have already been announced.

Following the legal debate, the Resident Magistrate of the Dodoma Resident Magistrate’s Court, Mr Emmanuel Fovo adjourned the case until December 19, this year for the court to pass through the affidavit submitted by the prosecution side in order to discharge justice.

In another development, UVCCM general meeting has elected Mr Kheri James by 319 votes out of 583 cast votes to become national chairman in the next five years, defeating his opponent Thobias Mwesiga who garnered 127 votes.

In the votes cast on Sunday, Mr Thabia Mwita becomes the new vice chairman after collecting 286 votes, defeating Mr Rashid Mohamed Rashid who got 282 votes. UVCCM election supervisor, Lands, Housing and Human Settlement Development minister, Mr William Lukuvi named Dotto Nyirenda as the UVCCM representative to the women wing and Amir Mkalipa as UVCCM representative to the parents wing.

Those elected Mainland Tanzania representatives to the Central Council are Rose Manumba, John Katarahiya and Secky Kasuga while Zanzibar representatives are Nasra Haji and Abdallah Rajabu.

Aliyesamehewa na Rais Magufuli anena

Rais John Magufuli alishangaza wengi alipotaja jina la mfungwa aitwaye Mganga Matonya, mwenye umri wa miaka 85, wakati akitangaza msamaha kwa watu 61 waliohukumiwa kunyongwa na mmoja aliyekuwa na kifungo cha maisha.

Haikuwa kitu cha kawaida kwa mkuu wa nchi kutaja jina la mfungwa, lakini ni mwendelezo wa maajabu yaliyowahi kumkuta Matonya katika maisha yake ya gerezani. Mara ya kwanza alifutiwa adhabu ya kunyongwa hadi kufa na Rais wa Serikali ya Awamu ya Kwanza, Mwalimu Julius Nyerere.
“Namshukuru sana Rais Magufuli,” alisema Matonya alipoongea na mwandishi wetu jana akiwa kijijini kwake Wiliko mkoani Dodoma.

“Sikutegemea kama nitatoka gerezani. Naomba salamu zimfikie kwani sijui namna ya kuonana naye. Ningebahatika kuonana naye siku ile nilipotoka gerezani, ningemkumbatia kwa furaha”.

Matonya alipata taarifa za msamaha akiwa gereza la Kingolwira mkoani Morogoro, lakini awali alikuwa Gereza la Isanga mkoani Dodoma akiwa mahabusu baada ya kufanya kosa akiwa na umri wa miaka 39. Aliishi Isanga hadi Mei 10, 1980 wakati alipohukumiwa.

“Hakimu aliamuru ninyongwe mpaka kufa. Wakati nasubiri utekelezaji wa hatua hiyo mwaka 1984, rais wa wakati huo, Julius Nyerere alinibadilishia adhabu kutoka kunyongwa hadi kifungo cha maisha,” alisema Matonya.

Baada ya kuhukumiwa kunyongwa, Matonya na mwenzake walisubiri kifo kwa miaka mitano, lakini mabadiliko ya tabia waliyoonyesha wakiwa gerezani yalishawishi wasimamizi wao wapendekeze majina yao ili wabadilishiwe adhabu.

Baada ya Rais Nyerere kuwapunguzia adhabu hiyo, wawili hao walihamishwa kutoka Gereza la Isanga mkoani Dodoma na kwenda Kingolwira mkoani Morogoro.

Anasema hakuwahi kufikiria kuwa kuna siku angetoka gerezani, zaidi ya kujipa matumani na kumuomba Mwenyezi Mungu amnusuru na adhabu ya kufia ndani ya kuta za majengo hayo. Jana ilikuwa siku ya furaha kwa Matonya, familia yake, ndugu na wanakijiji wa Wiliko, kijiji ambacho kiko takriban kilomita 85 kutoka Dodoma Mjini.

Akizungumza na Mwananchi jana, Matonya alionyesha furaha, mwenye kutafuta maneno asijue la kusema zaidi ya shukrani nyingi kwa Rais Magufuli kwa uamuzi wake wa kumsamehe adhabu ambayo ni nadra kunusurika isipokuwa kwa kushindana kisheria.

“Natamani kuonana na Rais Magufuli na kuongea naye mambo mbalimbali, lakini sina uwezo,” alisema Matonya.“Lakini kupitia gazeti hili naamini ujumbe utamfikia. Kwa kweli, namshukuru sana kwa hili”.

Pamoja na Rais kumtaja jina, Matonya anasena hakuwa anafahamu lolote kuhusu msamaha huo.

“Taarifa zilinifikia ghafla,” alisema.“Siku hiyo nilikuwa nimepumzika gerezani na wenzangu walikuwa wanaangalia televisheni. Mara nikasikia wenzangu wakiniita. ‘Mzee Matonya, Mzee Matonya. Njoo uone huku jina lako limetajwa na Rais Magufuli kuwa umeachiwa huru’.“Sikuamini na sikula chakula kwa furaha niliyokuwa nayo”.

Kosa mpaka kufungwa

Matonya na mwenzake anayeitwa Myeya Nyagalo walikamatwa Oktoba 1974 wakati walipoenda kuuza ng’ombe wa wizi kwenye mnada katika Kijiji cha Nyang’oro kilichopo kati ya Iringa na Dodoma. Walikuwa wamemuua mwenye mifugo hiyo kwa mkuki wakati wakiiba na hivyo walikuwa wanasakwa hadi walipoibuka mnadani.

Matonya na Nyagalo walikuwa miongoni mwa watu 12 walioorodheshwa kuwa walihusika katika mauaji hayo.

Akikumbuka tukio hilo, Matonya alisema wakati huo alikuwa kijana na mwenye tabia ya wizi wa mifugo.

Anasema siku alipofanya kosa hilo, alikuwa na Nyagalo na vijana wengine wawili wa kabila la Kimasai walioshirikiana kuiba ng’ombe hao.

“Tuliandaa mpango wa kujiongezea mifugo. Baada ya kujiridhisha wapi tunaenda kuiba mifugo hiyo, tuliamua kwenda,” alisema Matonya.“Haikuwa mara yetu ya kwanza.

tulishafanya matukio kama hayo maeneo mengine. Lakini, kwa hili, arobaini za mwizi zilikuwa zimefika. Tulipata upinzani mkubwa uliosababisha mapigano na kifo cha mwenye mali.“Mimi na mwenzangu Nyagalo hatukufahamu kama mtu yule amefariki. Tulijua tumemjeruhi tu”.

Alisema baada ya muda hawakuwa na njia nyingine zaidi ya kupeleka mifugo mnadani kuiuza bila kujali kama Jeshi la Polisi lilikuwa linawatafuta. Ndio maana walikamatwa kirahisi.

Familia ya Matonya

Leo hii, Matonya amerejea mtaani ambako ana watoto sita, wajukuu 33 na vitukuu ambao idadi yake haikuweza kupatikana mara moja. Lakini alimuacha mkewe akiwa na watoto wawili na ujauzito wa miezi nane, hivyo watoto waliozaliwa wakati akiwa jela wanahesabika kuwa wake.

Kama ilivyokuwa kwa Nguza Mbangu Vicking na mwanae Papii Kocha waliotoka gerezani saa chache baada ya kutangaziwa msamaha, ndivyo ilivyokuwa kwa Matonya na mwenzake waliotoka gerezani juzi.

Mzee Matonya alisema anaangalia uwezekano wa kujikita kwenye kilimo, shughuli aliyokuwa akiifanya kabla ya kuhukumiwa, lakini anasema umri ushaenda.Baada ya kuishi gerezani mwezi mmoja, alizaliwa mtoto ambaye mkewe alimuita Aron (45) ambaye akiwa shule ya msingi, alikuwa akipokea barua za baba yake kutoka kwa wafungwa waliokuwa wanamaliza kutumikia adhabu zao au mahabusu walioshinda kesi.

Aron ambaye kwa sasa ni baba wa watoto wanne na wajukuu, alisema alijisikia furaha baada ya kupata taarifa za kuachiwa kwa baba yake kwa kuwa hakuamini kama angekuwa huru tena.

“Tulikataa tamaa kama Mzee angetoka gerezani,” alisema Aron. ‘‘Niliwahi kwenda kumuona mara nne na mwisho ilikuwa ni mwaka 2014’’.

Ninapozungumza naye. Najisikia furaha iliyopitiliza. Kila mtu hapa kijijini haamini kilichotokea,” alisema Aron.

Baada ya kuongezeka kwa mzee wao, Aron anasema watu hawakauki nyumbani kwao kwa kuwa kila mtu anataka kumuona na kumshika mkono.

Hapo nyumbani, anasema watu hawalali, wanashangilia huku wengine wakifanya maombi ya kumshukuru Mungu na Rais Magufuli aliyempa msahama.

State says intends to retake idle Tanga sisal plantations

THE Deputy Minister for Lands, Housing and Human Settlements Development, Ms Angellah Mabula, has directed the Tanga regional leadership and land commissioner seven days within which to prepare and submit to her, a report on all undeveloped farms in the region, for initiation of repossession procedures.

The move had been prompted by failure by investors in whom the farms were entrusted to develop them. It is one of the highlights of Ms Mabula’s official tour of sisal plantations in Korogwe District last week.

She cited Mohammed Enterprises Company Limited as an example, explaining that it hadn’t developed the sisal plantation that was allocated to it in August, 2016, and failed to do so even after being granted a three-month extension.

According to a report submitted to her, the plantations are Mazinde Estate, Kwalukonge Estate and Mabogo Estate. “The companies didn’t develop farms that were privatised in 2000, in defiance of a provision in the privatisation Act, that compels an investor to embark on the process after 48 days.

The Korogwe Rural MP, Mr Steven Ngonyani ( Maji Marefu), who was in the deputy minister’s entourage, praised the government’s move, as members of the public to whom they would be allocated would convert them into farms and housing plots.

“I fully support the government’s sisal sector development initiatives, but rather than remain idle, it is better for them to be allocated to people who would use them as bases for agricultural development as well as settlements, “ he said.

Magufuli mourns former Taifa Stars coach Bendera

FORMER national soccer team, Taifa Stars Head Coach, Joel Bendera is no more. According to the Muhimbili National Hospital (MNH) Head of Communications, Aminieli Aligeisha, Bendera died at around 4:20 pm yesterday, while undergoing treatment at the Intensive Care Unit (ICU).

Aligaeshi said the late Bendera was admitted at the hospital yesterday afternoon where he was referred to from Bagamoyo Hospital. He said doctors fought hard to save his life, unfortunately they could not make it.

The late’s wife, Flora was quoted as saying that her husband developed breathing complications last Saturday and was treated in Korogwe, before being transferred to Bagmoyo Hospital.

Meanwhile, President John Magufuli has expressed shock and sadness following Bendera’s death. President Magufuli has sent condolence message to the bereaved family and friends.

According to a statement released yesterday by the Director of State House Communications, Gerson Msigwa, President Magufuli said that the late Bendera will be remembered for his noteworthy contributions he made while serving the country in various capacities.

“Bendera was brave and hard working leader. He was very cooperative and always wanted to achieve tremendous success from the work he was doing. It is a big loss,” said the president.

Bendera will be remembered for guiding Taifa Stars into the Africa Cup of Nations (AFCON) finals hosted in Nigeria in 1980, the only time the team had ever competed in the continental top competitions.

Mahmoud Abbas lambasts Trump’s decision on Jerusalem

Mahmoud Abbas has lambasted the US decision to recognise Jerusalem as Israel’s capital, saying the Palestinian leadership refuses to acknowledge President Donald Trump‘s contentious move.

Calling Jerusalem the “eternal capital of the State of Palestine”, the president of the Palestinian Authority said on Wednesday the US could no longer be a mediator in Israeli-Palestinian peace negotiations.

His comments were in response to an earlier announcement by Trump during which he said the US was formally recognising Jerusalem as the capital of Israel, and would begin the process of moving its embassy from Tel Aviv to the city.

“This is a reward to Israel,” Abbas said in a televised address, adding that Trump’s move encouraged Israel’s “continuing occupation” of the Palestinian territories.

Earlier in the day, Palestinian leaders called for three days of rage against the move.

Why Jerusalem is not the capital of Israel

The status of Jerusalem has ignited tensions between Israelis and Palestinians for decades.

Israel occupied East Jerusalem at the end of the 1967 War with Syria, Egypt and Jordan; the western half of the holy city had been captured in the 1948 Arab-Israeli war.

Israel’s occupation of East Jerusalem effectively put the entire city under de-facto Israeli control. Israeli jurisdiction and ownership of Jerusalem, however, is not recognised by the international community.

Palestinians want East Jerusalem as the capital of their future state.

“The decision by President Trump will not change the reality of the city of Jerusalem and will not give any legitimacy to the Israelis on this issue,” said Abbas.

“We will achieve national independence.”

‘Dangerous decision’

Saeb Erekat, secretary-general of the Palestine Liberation Organization, said Trump “has disqualified his country from any possible role in the peace process” and “destroyed any possibility of peace” between Israelis and Palestinians.

“He’s pushing this region towards chaos [and] violence,” Erekat told Al Jazeera.

He said the PLO Central Council would likely convene to discuss what next steps for the Palestinians.

He said its “meaningless” to have a Palestinian state without Jerusalem as its capital.

The only option remaining for Palestinians, Erekat said, “is to fight for equal rights” between the Mediterranean Sea and the Jordan River, the area of historic Palestine.

“This is the most dangerous decision that any US president has ever taken,” he said.

Jamal Zahalka, a Palestinian member of the Israeli parliament, said Trump was “playing with fire”.

“Those who celebrate Trump’s declaration here in Israel, are the ones who will do everything to prevent order and peace, and to advance the settlements as well as supporting the occupation, while trying to strangle the just national aspirations of the Palestinian people,” Zahalka said in a statement.

Echoing Netanyahu

Commenting on Trump’s speech, Marwan Bishara, Al Jazeera’s senior political analyst, said Trump had reiterated “point-by-point” previous statements by Benjamin Netanyahu, Israel’s prime minister.

“Trump was a parrot, repeating after Netanyahu in terms of everything that we know today about Israel’s position on Palestine,” he said.

“There is something dramatic new in what Trump said this evening, wrapped up in a language of peace and civility.

“In fact, this was a declaration of war against the Palestinian people and their rights, and against the international community and its commitment to international law and to a two-state solution.”

Construction of six lane highway to start by end of this month

  • CONSTRUCTION works on the six-lane 16-kilometre road from Kimara in Dar es Salaam to Kibaha in Coast region is scheduled to start by the end of this month.

Tanzania Roads Agency (TANROADS) Chief Executive Officer (CEO) Engineer Patric Mfugale, speaking to the Minister of Works, Transport and Communications, Professor Makame Mbarawa during his tour of the project, said: “Our experts are currently working on the preliminary design of the road…but the anticipated contractor will go through it and come up with the actual design.”

He pointed out that the project cost and duration will be determined by the design and currently, the road repairs are on progress to ensure sustainability of the road upon its completion.

“Repairs have started for bridges with culverts being placed at the bridge situated at Kibanda cha Mkaa area, which was badly affected by the ongoing rains some few days ago. The expansion is crucial for the country and the East-Central Africa because the road is used to transport goods from the Dar es Salaam port to other neighbouring said the CEO.

He said demolitions had already been carried out from Kimara to Kiluvya and that a service road will be constructed. Prof Mbarawa observed that the government will ensure all roads are easily passable 24 hours, a week, pointing out that the six-lane road will help to decongest the heavily jammed road.

“Construction of the service road will ease traffic jams and serve as a lasting solution to many hours spent on the roads,” said Prof Mbarawa. According to the Minister, the demolition complied with the law that has existed since the 1930s.

To some areas, the road reserve covers 120 metres and to some are 90 metres. Earlier, Prof Mbarawa inspected the ongoing demolition at the Tanzania Electric Supply (TANESCO) headquarters and the Ministry of Water and Irrigation buildings as per President John Magufuli’s directive to pave way for project.

Assistant Human Resource Director Visensia Kagombora said the Water Ministry has already demolished a large segment of the buildings as well as fencing the area for security purposes as the exercise continues.

Mfumo wa kodi kufumuliwa

SERIKALI imesema iko tayari kupokea mapendekezo ya kuboresha mfumo wa kodi na usimamizi wake katika taifa ili kuchangia maendeleo endelevu ya kiuchumi na kijamii.

Waziri wa Fedha na Mipango, Dk Phillip Mpango alisema hayo jana mjini hapa kwenye mkutano wa kujadili mchango wa sekta binafsi kwenye sera ya bajeti ya mwaka 2018/2019. Alisema serikali iko tayari kupokea mapendekezo kwenye kodi na usimamizi kwa lengo la kuboresha mfumo wa kodi katika nchi, uweze kutoa mchango unaotakiwa kuboresha maisha ya wananchi.

Aidha katika mkutano huo alisihi wadau kupokea mapendekezo ya mfumo wa kodi ambao utaongeza nguvu kwa sekta binafsi.Msingi wa bajeti Akizungumza alisema kwamba kutokana na mazingira halisi yalivyo sasa, wadau wanastahili kuangalia kwa makini, mapendekezo na kuyajadili ili kuwa msingi wa bajeti ijayo kutokana na wahisani kupunguza mchango wao katika bajeti.

“Mkutano huu ni msingi wa kuandaa bajeti katika mwaka wa fedha 2018/2019, mkutano uzingatie azma ya serikali ya awamu ya tano ya kujenga uchumi wa viwanda tunataka taifa liende mbele na kuboresha hali ya maisha ya wananchi kwa ujumla,” alisema. Aidha alisema katika mkutano uliofanyika Oktoba mwaka huu baadhi ya masuala ya kodi yaliwasilishwa na kujadiliwa na yapo ambayo yamefanyiwa kazi.

Akizungumza mchango wa wahisani katika bajeti alisema kumekuwa na kushuka kwa misaada kutoka kwa washirika wa maendeleo kutoka Sh trilioni 1.5 mwaka 2013/2014 hadi kufikia Sh bilioni 495. Pia alisema hata mikopo ya masharti nafuu imeshuka kutoka Sh trilioni 1.258 mwaka 2013/2014 na kufikia Sh trilioni 1.231 mwaka 2015/2016.

“Zamani tulikuwa tukipata misaada na mikopo sasa inapungua, wananchi wetu hawapati mahitaji ya msingi,” alisema na kuongeza kuwa mfumo mzuri wa kodi utawezesha serikali kujenga uwezo wa kutoa huduma zake kwa wananchi. Huduma za jamii Kuhusu huduma za jamii, Waziri Mpango alisema uzalishaji wa maji katika miji mikuu ya wilaya ni asilimia 36 tu ya mahitaji.

Alisema hata katika vifo vinavyotokana na uzazi sasa ni 556 katika kila vizazi hai 100,000 na lengo ni kuhakikisha hadi ifikapo mwaka 2020 vifo hivyo vipungue na kufikia 265 kwa kila vizazi hai 100,000. Aidha alisema dawa za magonjwa kama malaria, Ukimwi, kifua kikuu sehemu kubwa zimekuwa zikitegemea wafadhili, hali ambayo katika siku za usoni lazima idhibitiwe kwa kuwa wahisani wanaweza kuchoka.

Waziri Mpango alisema kwa upande wa vituo vya afya vilivyopo ni 507 kati ya 4,420 vinavyohitajika ikiwa ni sawa na asilimia 11.5, zahanati zipo 4,470 kati ya 12,545 zinazohitajika sawa na asilimia 35.6 ya mahitaji. Alisema katika elimu ya msingi kuna upungufu wa vyumba 182,899 vilivyopo 66,794 kwa upande wa sekondari vilivyopo ni 120,766 vinavyohitajika ni 266,872.

Alisema madarasa sekondari 39,620 kati ya madarasa 52,188 yanayohitajika huku matundu ya vyoo yaliyopo 167,466 kati ya 517,606 yanayohitajika kwa shule za msingi na sekondari yapo 66,604 kati ya 90,425 yanayohitajika. Alisema kimsingi pamoja na serikali kuwa na kazi kubwa ya kufanikisha huduma hizo bado kiwango cha ulipaji kodi kwa hiari ni hafifu huku kukiwa na ufujaji wa mapato ya serikali.

Hoja ya serikali Katika hotuba yake Waziri Mpango alisema hata uwezo wa kutumia ubia wa sekta ya umma na binafsi (PPP) hapa nchini bado ni mdogo na kutaka juhudi kuongezwa ili serikali iweze kuwa na nguvu kubwa ya utendaji kwa kuwepo rasilimali fedha za kutosha.

“Mtoe mapendekezo ya mfumo wa kodi ambao utaongeza nguvu katika sekta binafsi,” alisema na kuongeza kuwa ni katika mfumo bora wa kodi utakaowezesha kuwapo na mchango mkubwa wa hiari wa kodi kutoka kwa wananchi na wadau wengine katika sekta binafsi.

Kauli ya TPSF Samwel Nyantahe ambaye alimwakilisha Mwenyekiti wa Sekta Binafsi, Taasisi ya Sekta Binafsi Tanzania (TPSF), Reginald Mengi alisema serikali ya awamu ya tano imewezesha sekta binafsi kushiriki uchumi wa nchi na kuuboresha ushirikiano kati kati ya serikali na sekta binafsi.

Alisema ili serikali kuwa na uwezo mkubwa ni vyema serikali kuwezesha wananchi. “TPSF wafanye kazi na serikali ili kuwezesha wananchi katika nyanja tofauti,” alisema Akichangia kwenye mkutano huo Luis Acaro kutoka TPSF alisema mkutano huo utawezesha sekta binafsi kutoa mawazo yao kwa serikali kwani wana mambo mengi lakini watakayozungumza ni masuala mtambuka yanayohusiana na kodi.

“Sekta binafsi lazima izungumze mambo yanayowakabili ili serikali iyapokee na kutafanyia kazi,” alisema Akitoa mfano alisema nchini Uganda hatua za bajeti zimekuwa zikihusisha sekta binafsi ambayo imekuwa ikishiriki kikamilifu maandalizi ya bajeti ya serikali.

Embrace locals in pipeline project, JPM tells Total

PRESIDENT John Magufuli has urged the French oil and gas conglomerate, Total, which is the leading investor in the Hoima- Tanga crude oil pipeline, to work jointly with local contractors and manpower in all the 24 districts where the conduit will pass through in Tanzania.

“Tanzania has adequate as well as experienced contractors and engineers whom you can work with on the project,” President Magufuli made the remarks after meeting a delegation of executives from the French company at the State House in Dar es Salaam, yesterday.

Dubbed the East African Crude Oil Pipeline (EACOP) whose execution is slated for next month, Dr Magufuli as well urged the company undertaking the project to fast-track implementation before the 2020 deadline for the benefit of people of Tanzania and Uganda.

“We are highly positive that the project will be completed before the time limit; apart from export markets, the East African region alone has a population of about 165 million people who will provide reliable market for the product.

The government of Tanzania assures maximum cooperation to Total and other partners in execution and operating the pipeline, provided you pay requisite taxes and abide by the laws of our country,” President Magufuli told the delegation.

The high-level delegation of the multinational company included Total’s President for Marketing and Services, who is also member of the company’s Executive Committee, Mr Momar Nguer and President of Total Africa, Mr Stanislaus Mittelman.

Also on the list was Total’s Vice-President for East and Central Africa, Mr Jean Christian Bergeron and Managing Director of Total Tanzania, Mr Tarik Moufaddal.

Speaking after the occasion, the Minister for Energy, Dr Medard Kalemani and his counterpart on the Industry, Trade and Investment docket, Mr Charles Mwijage, said the delegation had come to Tanzania to assess preparations for execution of the project.

The ministers revealed as well that Total wants to boost its oil marketing business in Tanzania and working with the government to conduct oil exploration on Lake Tanganyika, Lake Eyasi Wembere and Lake Rukwa.

Mr Nguer thanked President Magufuli and his Ugandan counterpart Yoweri Museveni for the thrust they put behind the pipeline project, pledging that the company is working to finalize few issues before the venture kicks off.

The TOTAL executive further hailed President Magufuli for his crackdown on corruption which put the country as a favourable destination for business and investment, stating that Total was ready to work with the government of Tanzania in exploration of oil. Uganda and Tanzania have entered into an agreement for the proposed US 3.55 billion US Dollars crude export pipeline.

The 1,445 km pipeline will start in landlocked Uganda’s western region, where crude reserves were discovered in 2006 to Tanzania’s Indian Ocean seaport of Tanga.
